Solar Power Policy Draft from Uttar Pradesh State

The Uttar Pradesh State Government has come out with a Draft Policy on Solar.

The policy will come into effect from the date of issuance and shall remain in operation up to 31st March 2017. Solar power plants approved, installed and commissioned during this period alone shall be eligible for benefits of this policy.

Phase I   2012-2013 —
Phase II  2013-2014 :150MW
Phase III  2014-2015 :300 MW
Phase IV  2015-2016 : 300 MW
Phase V  2016-2017 : 250 MW

Total 1000 MW

The Grid connected solar power projects will be divided in following three groups:
1. Small : 2MW to 10MW
2. Medium : >10MW to 25 MW
3. Large : > 25 MW

These grid connected solar power projects will be implemented under two categories:
A.Private Projects (will include those projects which are installed on land banks identified & procured by the developer).
B.Government Land / Space based Projects (will include those projects which are installed on Government land. In lieu of land for 25 years lease; a suitable charge shall be levied by the Government for every unit of power generated from the project)

Energy generated from solar power projects as mentioned in that are commissioned during this policy period will be sold to distribution licensee/utility on tariff based competitive bidding, subject to approval by UPERC [Uttar Pradesh Electricity Regulatory Commission] or at Average Pool Price under REC Mechanism.

The policy supports experienced solar developers and has listed some criteria for developers to participate in the solar policy:

 2 to 10MW

Technical Criteria:  Experience of successfully commissioning grid solar project
aggregating at least Rs.10 crore in the last 3 yrs

Net Worth Criteria: Rs 3.00 crore /MW derived from any of the last 3 yrs annual accounts.

Annual Turnover Criteria: Rs 5 crore /MW derived from any of the last 3 yrs annual accounts”

>10 to 25MW

Technical Criteria: Experience of successfully commissioning grid solar project
aggregating at least Rs.30 crore in the last 3 yrs

Net Worth Criteria: Rs 3.00 crore /MW derived from any of the last 3 yrs annual accounts.

Annual Turnover Criteria: Rs 5 crore /MW derived from any of the last 3 yrs annual accounts

>25MW

Technical Criteria: Experience of successfully commissioning grid solar project
aggregating at least Rs.50 crore in the last 3 yrs

Net Worth Criteria: Rs 3.00 crore /MW derived from any of the last 3 yrs annual accounts. For every MW additional capacity, beyond 25 MW, additional net worth of Rs. 2 crore would need to be demonstrated.

Annual Turnover Criteria: Rs 5 crore /MW derived from any of the last 3 yrs annual accounts.

Internal Resource Generation: INR 2 Crore per MW of the capacity, computed as 5 times the maximum internal resources generated during any of the last 5 yrs business operations.

Any Policy, once issued by any authority for implementation does not remain “draft policy”. The “draft” stage is before it is approved by the competent authority and issued. From your post, it appears that the UP Govt has approved and issued the Solar Policy for implementation. Hence, it should no more be termed a “Draft Policy”. It should now be termed as “Policy”.   2. Dear Mr.Rao,
    Its a draft policy as mentioned in the blog.

    The year 2012-2013 may not see any allocation because it may still take some time for the draft to be approved and turn into a final policy and then implement the policy.
